Data Validation and duplication list that doesn't pull info

I have created a master spreadsheet for my colleagues, and so far, all has been well until today. The data validation list I created pulls a list of numbers, and if the number has already been selected, it will not show in the list again to prevent duplication. The problem I am finding is where my data lies. I have a total of 567 #'s, and here is the formula I used for the three cells to function to pour into my list.

I cannot get the numbers to show in the last column starting from Cell 283-567. This is frustrating because it makes my Data validation list does not complete with all available #'s. I thought I had it figured out but unfortunately no. Any suggestions would be HIGHly Apprecaited.
