Data validation, dont ignore blanks not working

Will opening a file read-only defeat data validation? I don't think so but thats the only reason I can see why no validation errors are showing. Several cells have similar citeria, text length between 6 and 60 with the Ignore blank NOT checked. No validation error occurs if the cell is tabbed through and left blank. Sheet is protected, cells in question are not locked.

Forgot to mention one more thing, some of the cells that can't be blank are merged.

Hi Pilot:

I believe the user must manually enter the data for DATA VALIDATION to kick in (meaning TABBING over may not be enough for DATA VALIDATION to kick in)

the following statement is from Excel's HELP on data validation

"Make sure users enter data in restricted cells by selecting each cell and then typing the data. If users copy or fill data in restricted cells, error messages don't appear, and incorrect data may be placed in the cells."
