Data Validation Issue

Can someone please help me figure this out??

I am trying to post data validation to a cell. I input my list (-40°F, -100°F). I do not get any errors but when I go to the cell to select one of the selections, nothing populates in my cell. It appears in the drop down but once I choose it, nothing!

Try '-40°F,'-100°F
(note leading apostrophe which won't show in the cell)
Yes, unexpected to see nothing!
