data validation list based on named range values

I need to create a data validation list that is based on values in a named ranged that are less than the value of another cell.

I basically have two cells that need validation. First cell (b2) has a data validation range set so that it is a number from a named range I created called CPBitrates. The values are:

ColumnA
CPBitrates
128
256
384
512
768
1024

Then I have a second cell (c2)that needs to have a data validation list using the same named range, but only have values that are less then the first one (b2)

What is the easiest way to return values from a named range that are less than another cells value?
