Data Validation List does not show blanks

Hey all. Im trying to create a drop down list, where the first option is a blank cell. I turned off the option to ignore blank cells but the blank is still not being displayed in the list. Im very confused by this

Does anyboy know a solution to this?
 

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
It works just fine for me:

Notice how my list is cells L1:L4, and L4 is blank.
You can see the first option in my drop-down is the blank.

Are you sure that you have included the cell with the blank in your range list?
