Data Validation not appearing

I have followed the steps below just like I have done countless times and for some reason my data validation drop down is not appearing in the desired cell. Any thoughts on why this may be occurring?

1. Created my list
2. Named the list "Response" and selected the cells B2:B5 as the "refers to" for the name.
3. toggled over to another tab where the desired cell is and selected Data Validation and applied these settings.

Have you run any code on that workbook (especially any code that deletes shapes)?

Can you post the file somewhere for us to have a look at?
