Data Validation not appearing

I have followed the steps below just like I have done countless times and for some reason my data validation drop down is not appearing in the desired cell. Any thoughts on why this may be occurring?

1. Created my list
2. Named the list "Response" and selected the cells B2:B5 as the "refers to" for the name.
3. toggled over to another tab where the desired cell is and selected Data Validation and applied these settings.

VLOOKUP to Left?
Use =VLOOKUP(A2,CHOOSE({1,2},$Z$1:$Z$99,$Y$1:$Y$99),2,False) to lookup Y values to left of Z values.
What exactly do you have in the refers to box for that name?

That looks fine. Are both sheets in the same workbook?

Is the sheet with the DV protected?

I don't believe so, I right clicked on the tab and I see the "Protect Sheet" option as opposed to "Unprotect Sheet". Is there something or somewhere else I should check?

That sounds fine, which means that, unfortunately, I'm out of ideas. :(
