How can I use data validation in excel 2010 to restrict user to input number with 2 decimal places only?

Did you know Excel offers Filter by Selection?
Add the AutoFilter icon to the Quick Access Toolbar. Select a cell containing Apple, click AutoFilter, and you will get all rows with Apple
How are they inputing the value? In a cell, an inputbox in a macro?

Without more information, all I can suggest is in a general way, test to see it value=floor(value,.01)

In Data Validation -> allow custom and input formula
=OR(IF(ISERROR(FIND(".",$A1)),LEN($A1)>0,LEN(MID($A1,FIND(".",$A1)+1,25))<3))

In this case I'm assuming that if a user types in a whole number it would be ok in your case. Just format the cell to 2 decimals.
