data validation with 2 criterias

I need a data validation with 2 criterias:

B2 must be a time between >=00:00:00 and <=23:59:59 and b2>=A2

Have you tried using the AND function?

For example:

Custom Validation
Formula =AND(B2>=00:00:00,B2<=23:59:59,b2>=A2)

I'm assuming that A2 contains a time and that B2 is formatted with an appropriate time format so I think you could allow a decimal value in Data Validation as shown.
