DATA Validation with IF! Help!

Hi Everyone!

i have a trouble doing some Data Val in excel, let me explained what i want to do and hopefully you guys can help me out.

i want to valdiate the following:
Column Car number >> C3 = here i will enter the car #.
Active Time >>> P3 = it displays the days that the car still in the lot.
Car Life >>>> Q3 = it displays "Car released" or how many days took the car to leave
Duplicate >>>>> R3 = it says that if i enter the same Car # and it was previously used... it will show "Duplicate Exists" if not.. the cell stays in blank.

Data Validation is:
If i have a car # that is a duplicate and has not been released.... it will show an error.... BUT! if the car # is a duplicate and HAS BEEN RELEASED i can go ahead and enter it again.

i have the excel example.. i can send it over email please let me know! this is urgent as its for a test!

=AND(R3="Duplicate Exists",Q3="Car Released")

Hi im still having trouble since when duplicate its empty.. returns the data val error.. can i send you an excel sheet and see if you can make it work?? pliz!!!!!!!!!!!!
