Data Validation with Multiple Columns

Hello All,

I have searched the internet and do not think this is possible...I need to use a data validation list using two rows of input data. I cannot create another row (or column) of data with the two rows combined. The way my data is set up, I have in row 17 a code (we'll call it department code) and in row 18 another code (we'll call it department). I would like the drop down list to list the department code and the department in the same list box. I can use VBA to do this if necessary.

Below is the code I used to create the data validation list:
