Yep. You need to create your interface so everything is form-driven. Then do the following:
1. Create a menu form for navigation. Create a button on every other form that takes you back to the menu when the form closes.
2. In Tools > Startup, pick the menu form from the Startup Form drop-down list. Also deselect Show Database Container. Close the file and re-start. You will see the menu form, and users can navigate to the other forms using the buttons provided. If your database is not too complex, you can use the Switchboard Manager to build a menu form (Tools > Database Utilities > Switchboard Manager).
Note: Users can still bypass the startup options by holding down the Shift key when they launch the DB. You can prevent this by deselecting the Allow Bypass Keys option in Tools > Startup, but be careful! You may lock yourself out of Design view if you want to make changes.
