Date Format wrong

I have a spreadsheet with a series of IF AND statements that compare cells to determine which is the most current date for an employees record. When I evaluate the formula I notice that Excel views one as a date (44116) but the other one stays in Short Date (6/06/2016) format and it throws off the formula. I have tried formatting and everything, how can I correct this error?

or just simply post a formula you are using and mention which cell contains Date.

I posted my code that is using to pull all the data in, I also have the full excel file with test data to upload but not sure how.
