Date formulas

I am needing to have one cell of a column to turn red when one or more of the dates in this particular column is 3 weeks before the date in the specific cells of this column. Help

Yea sorry. I need the spreadsheet to let me know when it is time for my nurses to renew their certs.I have a few columns. columnA - name, column b -date of hire, c-date of renewal.
