Date Help..... and IF statement

What im looking for is (I THINK) an if statement that works with todays date. The table gives a visual of the data.

Column C, looking for an if statement that works with todays date, the peramiters are.

if a course is booked the cell is blank

if a course has passed the booking date entered in cell B then in cell C its complete.

But were I am struggling is if the person fails to go to the course i wish for outstanding to appear - hence working on todays date...

Thats if cells in column B have no dates in then the result is a blank cell in colmun C.
