Date problems

I'm pulling in a time from a cell and splitting of the left & right 2 characters into string variables each value then gets read into a dropdown on a dialog box - showing hours in one and minutes in the other. However, they don't show correctly and if I pull them into a MsgBox they show as 8.33333333333E etc not 02:00!
Does anyone know why this is?

MsgBox Format((Hour & ":" & Minute), "HH:MM am/pm")
