days outstanding

Date Commenced To be Completed by Days Outstanding Date Completed
30/06/2015 14/07/2015 #VALUE! 29/07/2015


The above is an example, I am trying to input a formula so that Days Outstanding is calculated using (Example) =IF(F3,"",TODAY()-C3) this works fine but I want the days outstanding figure to remain static if the date completed feed is complete. I have tried =IF(F3,"",TODAY()-C3),IF(F3>0,F3-C3) but this gives me #VALUE!

Can someone tell me what I am doing wrong??
