Dealing with number ranges 11-16;21-26; 31-36

I want to be able to adjust a range after I have a lookup that checks what the adjustment should be. Example:
Lookup checks a rating that is -3 ( which is coming from another sheet.
The range it now needs to adjust is 21-25. When a negative number, the beginning of the range needs to drop to 14 (-3 spots back). If the lookup was 3, then range needs to increase to 32. Ideas on a function or formula to accomplish this?
The current range 21 is in column B3; the high number 25 is in b-4.

where do you want the adjusted range , if to update the lookup range then probably need VBA to overwrite and existing cell
if in a new cell ,
the lookup returns a value into cell B3 and B4
whats the lookup formula

so where is the lookup value -3

you could just have the (Lookup formula ) -+ lookup value

After the lookup and the adjustment, the final numbers are populated on a different sheet. A sheet used as the score sheet.

The lookup values are on sheet called teams. The score sheet is where I want the final values. I'm unsure how to post a portion of sheets or I would post samples.
