Define Name Range

I use this formula
=OFFSET('Codes-Surcharge'!$B$2,0,0,COUNTA('Codes-Surcharge'!$B:$B)-1,1)
to define the entire range and recognize when a new entry is added

What I would like to do is add the ability to only show items in this range in which the corresponding value in column C is >0

I do not have the slighest idea how to accomplish this. Can someone give me a hand.
