I am trying to disable the design view so user cannot make any changes. Greatly appreciate if you can help or what other option I can do to protect my database from being modified. Thank you!

I've always thought that simplest is to re-save the db as an executable:
http://www.databasedev.co.uk/convert_to_accde_format.html
https://support.office.com/en-us/article/hide-vba-code-from-users-ce6ab610-af07-4008-91e0-1ef1b796ff18

Important: Backup your database. The original .accdb file is needed so that YOU can make future changes. You will give the compiled .accde file to users.

More information than you need:

Technically it's not an executable file. Those have .exe as their extension.
If you see it called an executable anywhere, that is incorrect. It is a compiled version of the accdb (or mdb) file.
