Disable Drag & Drop, but keep Fill?

I have a worksheet for data entry. I've found that when a user drag & drops a cell, it messes up the formatting of the worksheet, as well as fomulas on other worksheets.

I know I can use this:
Application.CellDragAndDrop = False

but is there a way that I can keep the ability to use the Fill?
