Disable the cut command in excel 2003

I'm hoping someone can help. I have tried with no success to accomplish the following. I have an excel file that I need to all users to copy and paste, but I want to prevent them from drag and drop or cut. Is there a VBA code that I can use that can accomplish this. I have been able to prevent all cut/copy/paste, but I can't seem to understand how to enable copy and paste but eliminate the rest.

Any help would be wonderful. Thanks.

Why would you want to prevent drag/drop but allow copy/paste?

Don't they do the same thing?

Also, if you want to prevent drag/drop, then you would probably want to prevent Fill as well?
