Display Number Color Based on Value

I have a column of numbers that I am trying to get to display based on the value. (The field is formatted as percentage and must stay that way).

I want any number that is < 90% to appear red, but any number => 90% to appear black.

Can someone assist me?

Round to nearest half hour?
Use =MROUND(A2,"0:30") to round to nearest half hour. Use =CEILING(A2,"0:30") to round to next half hour.
Use a Conditional Formatting or a Custom Number format. The former is easily done. Say in C2, select the Home menu and then Conditional Formatting. Set a new rule using the formula: =C2<90 or =C2<0.90 as needed. Set the font or fill color for that condition as needed. Apply condition to as many cells as needed.

It is not working
cell C2 contain the value of 100%
When I apply the conditional Formatting rule using =C2<90 and then set the color to red
The end result is the cell turns red...............that should only happen if the percentage value in C2 is less than 90%
I also tried =C2<0.90 and got the same unwanted results.
Am I doing something incorrect?

I most always test code before posting solutions so yes, you have something wrong. I was hoping that the latest update of the forum software would have allowed attachments. That makes it easier to see the problem and the solution.

Format the cell A1 as percentage. Choose ribbon/menu items and set formula by:
Home > Conditional Formatting > New Rule > Use a formula to determine which cells to format > Format values where this formula is true: =A1<0.90 > Format... > Fill > red color > Ok > OK.
