Display value in a cell based on another cell

Column A has Step 1 all the way to Step 22. Lets say B1 displays Step 5, and C1 says 3. I want D1 to return the result Step 8 because it is 3 rows down from Step 5. C1 can display any number, and I want it to count that many rows down, and display the result in D1. How can I do this?
