Dividing Rankings into Quarters

Hi,

I have a list of letters that are ranked in unique alphabetical order.

I-H-H27
I-H-H27
A-A-A1
J-I-J47
J-H-H41
J-I-I46

<tbody>
</tbody>

What I'm trying to put in the third column is what quarter they fall into. Note this list is longer and goes 1-52. So each quarter would be 13 numbers. Q1 = 0-13, Q2 = 14-26, Q3=27-39, Q4 = 40-52.

How do I write a formula that puts their quarter in column 3?
