Does the Schedule work for # of Employees?

I am having some math issues figuring out how many people I would need to fill a certain schedule.

I have 9 employees, 3 shifts, and 2 working per shift. I need to see if i change change the schedule would it work for the number of employees I have or do I have to enquire for more employees to fill out a certain schedule. Any help would be greatly appreciated!
