Double-click Excel file in Win Explorer no longer opens file

Excel 2002.
Suddenly this no longer works; same for .doc files in Word. I've repeatedly tried to reassociate .XLS file extension to the program EXE thru Windows Explorer.Tools > Folder > File Types.

The expected behavior is double-click opens the file in the same instance of Excel. What happens is that a new instance of Excel is launched, nothing is opened, not even a new sheet, and if you open the desired file in the new instance, you're locked out of or cannot see the macros in files opened in other instances of Excel.

A real productivity loss, worth an SOS on this board, to try to fix.

I've read other threads about PERSONAL.XLS, but none fit situation exactly.

Any suggestions will be much appreciated.
 

Excel Facts

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
In Excel, check under Tools-Options on the General tab and make sure the 'Ignore other applications' option is not checked.
