Drag formula while skipping cells that meet condition, and continue from the same place

Hi,

I want to drag a formula down so some of reference number will change each cell as I go done.
But, I want to add certain rule (like if condition) and skip some of the cells, yet continue after from the last cell that met the condition.

For example:

When I drag the formula from B1 down, I want it to show the value "b" in cell B3, and the value "c" in cell B5 so on.
