Dragging Down Formula From Another Tab & Skipping Rows

Hello! I'm having trouble with a formula I was hoping someone could help with. I created a Turnover Report with monthly data & a Summary page. On the tab called Plant Turnover (That holds all monthly data for the year) I am trying to create a formula to populate in the tab called Current Month Summary Page. When pulling this data I need to skip rows from the Plant Turnover tab. So, for example from the Plant Turnover tab I need to transfer C8, C21, C 34, C47 (Every 13 rows to C246) but I need to put these into rows S4, S5, S6, S7, etc. on the Current Month tab. Currently I've been manually updating these each month (Switching data in S4 to C9, S5, to C22, etc.) because the drag down formula is not pulling the proper data (not skipping rows) from the Plant Turnover tab. I wanted to create a formula I could drag down so I don't have to manually update these down to the next row every month. Is there a way to do this?
