Dragging down last row in table does not preserve empty row below it

I have a table with an empty row and a line of text beneath that, separated by an empty row. I just want to be able to drag down the last cell in Column A of the table to create a new row in the table and preserve the empty row.

I used to be able to do this but when I do this now it just fills the empty row.

Can you help?
