Draw toolbar textbox, lines, arrow turned off.

When I display the Draw toolbar, all of the features to the left of the fill color icon are turned off (ghosted). When I open the file, I'm prompted to update links to other files, which appears to cause the problem. How do I get the Draw toolbar to work? I've already eliminated all of the linked cell references.
