Drop down calender 2003

I want to install a drop down calender in excel 2003. I cannot install any programs of any sort and cannot use the insert object methrod. I would like to create a calender with the worksheet so anyone can select cell and calender pops up to insert date. Any ideas.

I cant install anything, so was looking for a vba code that stays with the worksheet and anyone can use. I work for the government and am restricted with what I can do.
