Drop Down List and/or Manual Enter

Hi all,
So here's what I'm trying to do:
I have a single cell on sheet1 that is referenced to a single cell on sheet2. I want the user to be able to go to sheet1 and have a choice to either enter his own value, or keep the reference back to sheet2. My problem so far is that if he enters his own value, the reference is then lost. I need some way for the user to have a choice to go back to that reference again.

I thought a drop down would work if the user has the choice to enter his own data, or choose from a list, the list being the reference to the cell in sheet2.

Can a drop down list also have user data entered into the cell?

Yes, a drop down would work fine. Go to data validation and choose "any value" from the setting menu under "allow", using your cell address on the second sheet as your source.
