drop down list + drag/drop cut/paste

Hello!

I have a cell in A1 with a drop down list. I want to move this cell, for example from A1 to B4 (with drag / drop or cut / paste BUT I don't want to copy / paste), with:
  1. in B4, the moved cell which keeps the drop-down list (and therefore possibility of changing the choice in my drop-down list) --- I manage to do it
  2. in A1, the "new" cell still allows me to have access to the drop-down list --- I can't do it, the drop-down list is no longer there after I use drag / drop or cut / paste.
In other words, how to do so that in A1 there is always the drop-down list, even if I moved the cell (drag / drop or cut / paste) elsewhere?
