Dynamic array generated by a formula, and constrained by selections (no VBA)

Guys,

I don't know how to do it without VBA - hopefully you know better.

Situation:
I need two kind of inputs from user.
First - to indicate number of unique VAT rates that are on the invoice. Any integer between 0 and 4 is allowed.
Let's assume that user selected 3. Now Excel knows that there are 3 different VAT rates on the invoice and it reveals three cells with data validation.

Second input is the problem - now the user have to provide those 3 different VAT rates..

What I have currently:
Each of the 3 revealed cell use the same data validation criteria based on the list of possible VAT rates ( 0%,3%,7%,22%) stored in a range.

What I would like to have:
1st revealed cell would display list of all possible VAT rates , 2nd cell would display list of all possible VAT rates excluding the value selected in the 1st cell, while the 3rd would exclude items used in the 1st and the 2nd cell.

And that's it.

I'm pretty sure it has to be similar to an array formula that generates a list of unique values, but it has to take into consideration not only the values above a given cell in the 'filtered' list only, but also those that has been choosen as the 1st 2nd and 3rd vAT rates.
