Dynamic Drop Downs

I am not sure if this is possible to do in excel.

I have a column that should have drop down list of Facilities. Next to that I have drop down that should list Users based on the selection from Facilites drop down. So, it should work something like filter.
I need to create list of users per each facility.
Do you have any idea what formula could fix this?
