Dynamic link in Excel to text file

Help
I want to link to a text file (which is not hard) but here is hard part I want the link to execute when ever the text file changes. The text file is the name of the report.

Any ideas

1. Is the workbook always open?
2. please define "I want the link to execute"? A hyperlink that opens the textfile?
3. "The text file is the name of the report." What?
4. anything else...
