I have two columns of data. One column has a coverage and one has a value. I need to look up the value in one of 10 named ranges based on the coverage. How can I use a vlookup where it will change the range that it looks to based on the coverage?

Best way to learn Power Query?
Read M is for (Data) Monkey book by Ken Puls and Miguel Escobar. It is the complete guide to Power Query.
you could use INDIRECT on the coverage, to reference ranges with the same name as your coverage value

Or you could use INDEX and MATCH together

Yes, this is doable. But more information is needed

What are the named ranges?
And how does "coverage" determine which named range to use?

If coverage = "A" then use range xxx.
If coverage = "B" then use range yyy.

Etc..
