I have a cell (I2) that is in this format 5/8/2009
I want to have conditional formatting applied to cell A1 if I2 is the current month and year.

CF formula in A1 is
=TEXT(I2,"mmyy")=TEXT(TODAY(),"mmyy")

Go to Format -> Conditional Formatting
For Condition 1 change the drop-down to Formula Is
In the formula box put the following:
=MONTH(I2)&YEAR(I2)=MONTH(TODAY())&YEAR(TODAY())

That should work...
