Edit directly in cell

Is it possible to set a worksheet so that the default setting is to have 'Edit directly in cell' disabled.

This would stop users double clicking cells and and rounding up the (race) time as input.

Or alternately is there just a way of stopping times being rounded like this.

I'm just hoping to avoid having to explain to multiple users how to disable the option on first use.

Customize Quick Access Toolbar. From All Commands, add Speak Cells or Speak Cells on Enter to QAT. Select cells. Press Speak Cells.
In excel 2007 click on the Excel orb top left, click excel options, click advanced, deselect checkbox next to ~ Allow editing directly in cells, click ok.
