Editing web page with excel saving issue

Someone please help me. We are having many users unable to save their edits to htm pages with excel. They continually receive the error message:

Cannot save file.

This file already has been checked in and saved to the Web by you or an administrator. If you want to continue making changes to the file, check out the file again or contact your administrator.


We used to clear internet files and cookies and the problem seemed to disappear, but now that is not working. Most users RDP to the server to make the changes. Clearing all temp files has not helped either.

I hope someone here can help.
