Emulating the Cell Comment Feature with Data Validation

When you hover over a cell with a comment, the comment can be displayed but if the cell boarders on the right of the screen you can't see it.
Is there a way that one can enter the same comment into data validation and have it show this comment while hovering as opposed to selecting the cell?

Is there a way to have all comments show on the left side of each cell without the system automatically resetting them to the right side?
