Enable Editing

I have an excel file that I put together for a group of end users. For me the file looks normal. When the other users open it, they get an "enable editing" message. Is there a way to keep this from displaying?
By having this message come up, it impacts the use of the filters.

Sounds like it is being opened in "Protected View" on their computer.
