Enabling HTML on BB

I have downloaded and installed the VB HTML software. I can see the options in VBE tools.
I can't see how to edit my profile here to allow HTML.
What am I missing?

Certain sections of the board allow html and certain sections do not.

There is a test section to this board and it does accept html.
