Error in loading DLL + mouse wheel

Win 7 64, Access 2003
I just reinstalled Access and it is behaving strangely. When viewing code I cannot scroll with the mouse wheel (I could before), and worse when executing
Code: 
strTableNameCheck = CurrentDb.TableDefs(strTableName)
I get Run time error '48' Error in loading DLL.
Any help appreciated.

Excel Facts

Format cells as date
Select range and press Ctrl+Shift+3 to format cells as date. (Shift 3 is the # sign which sort of looks like a small calendar).
