Error when starting conversation

I could not start a conversation with a certain member.

Is it because he is a new member?
 
Very possibly, it may also be that they have changed their settings to not allow conversations.
 
I think it is more likely a forum setting in this case. To stop spammers signing up then bombarding members with spam via Conversations, members have to be so for a while and make a number of legitimate posts before they are allowed to participate in Conversations. That usually allows us to identify spammers and deal with them before a Conversation problem arises.

Right - basic but effective spam protection.
