Establish quarter with changing dates

Interested in establishing monthly totals based on power bill dates. The dates are not uniform. For example, date rages could be 1/17 through 2/17, this data should fall under the month of January. I am using the =CHOOSE(Month.. but unsure how to input that days above the 16 should round up to the next month...ORR if I can say if the ranges fall with the majority of days in that month (say Feb...trickiest month) the cell will identify as that month instead of the date rages.

jan 17 to feb 17 has to be month 1 - if next date is anwhere in march it has to be month 2 but if next date runs to 23 april you need an arbitrary way of ending month 2 - i suggest 31 days from end of month 1
