Excel 2002 code when saving as Excel 95

I am trying to save an Excel 2002 workbook in Excel 95 format, but the code used to enable outling in a locked worksheet does not copy across. When I try to manually copy the code into the 95 version, it works, but does not save with the document (ie it has vanished when I open the workbook again).
