Excel 2003 Templates (opening issue)

I have created a template in excel 2003 which when opened from windows explorer works fine (a copy is created and opened).

When I open the same xlt file from either the 'file' recent documents in excel OR the open option in excel, it opens the template as an xlt. This then locks the file for other people to be able to open up thier own copy of the template.

Have i missed some setting or is this a bug in excel?
