Excel 2007 decimal point

I am using excel 2007 and it is set to two decimal points. So when I type
1 or 2 or 3 etc. it comes as 0.01, 0.02, 0.03. where is option window.

If you mean select format cell, then no, it is not working. I have tried all formats already.

File Ribbon > Options > Advanced > Automatically insert a decimal point

should be right near the top of the list
